- I'd guess that both PCGS and NGC photo all coins in low res (possibly only in video frames) in their receiving and shipping departments as a security measure. Certainly, it came in handy for PCGS when the 1870-CC $20 went missing. Some coins submitted or picked-up in person may not be photographed because of sign-offs.
