- Photography Permit at Balboa Park. While many parks in Southern California require a permit, currently Balboa Park does not require one for photography! I believe this is partially because it is such a large park and it would be extremely difficult to enforce. This is a fantastic benefit to couples to be able to shoot in such a gorgeous location without added cost!
