- As far as I know, if the user changed Outlook profile photo, it can take up to 48 hours for it to appear. So one possible cause is those users updated their photos but it hasn't been updated in your Outlook client. You can wait for 48 hours to check if it changes.

- The option for "Show user photographs when available" is not in the Office 2010 templates. In fact the option I needed was found in the Outlook Social Connector template which was a seperate download. Unfortunately it's not in ADMX format, but it works. Thanks, Mike
